It's based on Robert Bringhurst's Elements of Typographic Style. He suggested a 66 character line-length was the optimal length for paragraph text. That being said, typography is not a science of absolutes. Anything from 45-75 characters is usually acceptable. My goal was to provide a starting point based on the 66 character length.
